So, what would you do if you were in this resident’s situation?

On the one hand, they can tear down this pole without asking; it’s on their property, point blank. Having bad vibes with your neighbor, however… that’s something you can’t fix with a Band-Aid. This neighbor knows exactly what they’re doing, and commenters agree with us.

At the end of the day, there’s no way to reason with someone who is making no sense. In this case, that’s the neighbor. What we do know, however, is that at the end of the day, the utility pole is on the resident’s property. They may do as they please…
