As HPE’s research highlights, public organisations are desperate to use cloud to accelerate their journey towards digital transformation. But instead, they’re getting bogged down in complexity, spiraling costs, and a never-ending cycle of vendor-lockin and resource waste.

The Great Pretenders of Cloud-Friendly Cities

Take the City of Johannesburg, for example. Their group head of information and network technology operations, John Bosco Arends, claims that the organisation is committed to a "cloud-first" approach. But what does this really mean? According to Arends, the municipality is simply trying to "establish a centralised resource that can provide services on any platform, at any time." Code for "we’re trying to please everyone, but we have no idea what we’re doing."

The Real Crisis: Data Sovereignty

The elephant in the room, however, is data sovereignty. Arends admits that "data sovereignty is non-negotiable, factors like geo-location are highly important, as is compliance with PoPIA legislation." But is this really true? Or is it just lip service to appease the masses? The truth is that public sector organisations are struggling to balance their need for data sharing with their need for data security.

In the end, it’s clear that the public sector’s obsession with cloud computing has created a perfect storm of waste, inefficiency, and confusion. But what’s the solution? Only time will tell.
