Whose responsibility is it to ensure the privacy of all the neighbors?

We would say it’s an effort of the neighborhood as a whole, but it should be each resident’s responsibility to ensure their own privacy. If you don’t want your dirty laundry to air out in front of your neighbors, maybe it’s time to hang it inside the house. Otherwise, be prepared to have everyone around you know everything that goes on inside your household.
