Look, it’s not the wisest move in the world, but the truth of the matter is that the employee isn’t technically violating any rules in quitting while on PTO. He is well within his rights to do so. Of course, this goes both ways. If an employer decided to let someone go while they were sipping piña coladas on the beach, thinking nothing could go wrong, it wouldn’t exactly be the nicest of moves either. However, it wouldn’t necessarily be wrong. This is the reality of at-will employment. 

At the same time, PTO is a benefit worth enjoying as an employee. It’s not like the original poster saw all of this coming months in advance when he was making his vacation plans. The timing isn’t great, but nothing in life goes according to plan anyway.
