The homeowner who shared this story makes a fair point when she acknowledges that her neighbor, who is well into his retirement, has actively chosen not to move to a quieter community full of residents around his own age. 

This is, of course, his right to stay. However, given the fact that the homeowner and her household represent just one of a handful of young families in the neighborhood, the neighbor either needs to accept this as a reality of living in this community or find a community that’s better suited for his needs.
